NIH Progress Reports: eSNAP Transitions to RPPR

Dear UI Research Administrators,

The Division of Sponsored Programs would like to remind you of the impending change in the NIH progress report system – whereby the current electronic Streamlined Non-competing Award Process (eSNAP) will be replaced by a new Research Performance Progress Report (RPPR) – and to assist you in the transition from eSNAP to RPPR.

For the past several months, the RPPR has appeared alongside the eSNAP in the NIH Commons, as an option to those reporting on an individual fellowship or an eSNAP-eligible award. The NIH will soon mandate use of the RPPR, though, requiring the RPPR for individual fellowship reports due on or after May 1, 2013, and for eSNAP-eligible reports due on or after May 15, 2013. The NIH plans to test its remaining award mechanisms throughout the coming year, eventually transitioning them all to the RPPR.

A critical aspect to note, please: The RPPR module is programmed to detect certain issues, including publications that fail to comply with the NIH Public Access Policy – the requirement to make published manuscripts publicly available, free of charge, through the PubMed Central database. Investigators reporting one or more publications deemed noncompliant will receive a system-generated e-mail noting the need to confirm compliance and a deadline for completing the process, and the NIH will delay the renewal award until compliance is achieved. DSP’s Oliva Smith, who has been working extensively to bring UI publications into compliance, will be speaking on the Public Access Policy and PubMed Central process at our April 23 Research Administrators Meeting and is continuously available for questions.

Notes on the RPPR

  • The RPPR will collect information through a series of screens:
    A. Cover Page;
    B. Accomplishments;
    C. Products;
    D. Participants;
    E. Impact;
    F. Changes;
    G. Special Reporting Requirements; and
    H. Budget, when applicable.
  • Where possible, grantee information will be pre-populated from NIH systems, providing the PD/PI, grant number, project title, project period, performance sites, and personnel information. Grantees will answer the remaining questions by clicking a checkbox, entering text, uploading a PDF, or selecting Nothing to Report.
  • The RPPR is dynamic, tailoring itself to accommodate the various types of NIH awards. The type of award, then, will dictate which sections/fields are required, with some parts labeled Not applicable.
  • Section D/Participants will allow personnel effort in whole person months only, rounded up or down to the nearest whole month.
  • Section H/Budget will apply only if the award requires a renewal budget. If you weren’t previously required to submit a renewal budget, you won’t be required to complete the RPPR Budget.
