Renewal Awards and Applications: Competitive, Non-Competitive

Renewal awards and applications to continue funded projects may or may not be subject to a competitive review process through the project sponsor and/or the usual routing process through The University of Iowa.

Competitive Renewals

Competitive renewal applications, where the renewal application will receive equal consideration and compete alongside all other proposals the funding agency is considering, are always subject to the UI Routing Policy and Procedure and must be properly routed through UI channels prior to submission to the funding agency.

Non-Competitive Renewals

Non-Competitive Renewals, where the project is expected to receive multi-year funding contingent upon an annual progress report, financial accounting, the availability of funding, and/or other sponsor stipulations, may or may not be subject to the University's routing requirements prior to submission. This decision depends largely on the funding source and renewal requirements.

Federal Award Renewals

Federal regulations require the University to monitor and track renewal applications/progress reports, so non-competitive renewals relating to federal funding are always subject to the UI Routing Policy and Procedure. Note that, even if the funding agency does not require an annual budget as part of the report, the routing must include a copy of the approved budget for internal purposes.

Private Funding Renewals

Renewal applications in the form of progress reports to private (non-governmental) organizations generally require routing as well. If the report includes any sort of budget figures, includes changes to previously agreed-upon personnel effort/salary, requires an institutional signature, and/or is prerequisite to the sponsor's issuing a formal renewal award notice, it will be subject to the UI Routing Policy and Procedure.

On rare occasions -- where the progress report includes no budget information or personnel changes and requires no institutional signature, and where, provided contingencies have been met, the sponsor is known to auto-renew its awards without any sort of formal notice to the principal investigator or institution, a progress report may not require routing.
